The Commissioner of Indian Affairs is considering a "family plan" program for distributing a portion of each individual's share, with the remainder distributed in a per capita payment. Representative  Carl Albert is sympathetic to Mrs. Byrnes' desire for fair distribution and will continue to advocate for it.
