It provides forward funding for school districts, rateable reduction in case of insufficient appropriations, and clarifies Congress's partnership with Title IV of PL 92-318. It also directs the Secretary of the Interior to conduct a study on possible program duplications and includes provisions for hold harmless and private schools.
