Black, a member of the Otoe-Missouria Tribe, wrote a letter to Congressman Page Belcher expressing concern about the transfer of administration of Indian schools and education from the Bureau of Indian Affairs to the Department of Health, Education, and Welfare. Black disagreed with the testimony given by Bill Pensoneau, Vice President of the National Indian Youth Council, and felt that only duly elected tribal officials should speak on behalf of the tribes. Belcher acknowledged Black's concerns and forwarded his letter to Senators Edward M. Kennedy and Henry Bellmon for their information.";
