Brown, Jr. wrote to Congressman Page Belcher seeking information about urban American Indians being restricted from Bureau of Indian Affairs (BIA) funded programs. Belcher forwarded the inquiry to the BIA, who responded that their services are typically only provided to Indians living on or near reservations. They do have an Employment Assistance Program for vocational training and employment services for reservation Indians. The BIA does not typically provide services to urban Indians, but other federal agencies are being encouraged to assist this population. Congressman Belcher promised to look into the matter and provide further information to Mr. Brown.";
