The Administration supported restoration due to the bleak future of the Menominee without it. State and local officials also supported the bill, with concerns about protecting non-Indian land owners' rights. Menominee witnesses supported restoration citing federal coercion, poverty, cultural problems, and economic burdens. The general public also supported restoration, believing it would repudiate past policies and support Indian self-determination. Non-Indian land owners expressed concerns about taxation, political power, and potential impacts of the legislation on their rights.";
