The Board will be composed of three members and will receive compensation for their services. If the parties fail to reach an agreement within a specified timeframe, further provisions will become operative. The bill also authorizes the Board to make rules and regulations, request information from federal agencies, and terminate its existence after filing a final report with the Secretary of the Interior. Additionally, there is a provision for the appropriation of funds for the expenses of the Board.";
