Black Bear expressed concern about the failure to submit required records for fiscal years 1977 and 1978, and urged for a full investigation into the matter. He also called for accountability and responsibility from the Business Committee, Business Manager, and  Comprehensive Employment and Training Act (CETA) Program Director. Black Bear requested assistance and attention to resolve the issues with the  Comprehensive Employment and Training Act (CETA) Manpower Program. Congressman Glenn English acknowledged Black Bear's letter and expressed hope for a resolution in the near future.";
