The new policy specifies seven circumstances in which noncompetitive procurements are justified. The policy also includes tighter management controls and requirements for justification of noncompetitive procurements. The Department of Defense, General Services Administration, and National Aeronautics and Space Administration are responsible for implementing the policy. The policy is not intended to negatively impact small, minority, and disadvantaged businesses or other Congressional and Presidential initiatives.
