- SWCEL has set a program theme focused on language arts with an emphasis on traditional culture's impact on learning. The theme was developed through planning meetings and has been approved by the Executive Board and Regional Council. Student testing is underway in beacon schools to evaluate program effectiveness. The Laboratory's address has changed to 117 Richmond Drive, NE, Albuquerque, New Mexico. Directors and specialists from regional educational laboratories met with U.S. Office of Education representatives in New Orleans for a briefing.
