However, Elmer Thomas, a member of the Senate, explains that Osage County is not eligible for such payments due to the different circumstances surrounding the ownership of oil land in the county. Thomas suggests that the appropriation can only be used in counties within the boundaries of the former Five Civilized Tribes Territory.
