They have developed various programs, including a Rural Development Program in eastern Oklahoma Indian communities. This program aims to show that Indian communities can successfully plan, develop, own, control, and operate their own economic enterprises. The target area includes two of the "Five Civilized Tribes" - the Choctaw and Cherokee Tribes. These tribes have faced historical injustices, including losing land and economic opportunities.
